Our Program

The London Referees Group Mentorship Program is designed to assist new officials learn their role in the game and develop the skills necessary to ensure a safe and fair hockey game. This program consistently proves to be instrumental with guiding new officials for improvement of:

• Decision making skills
• On ice awareness as an official
• Communication skills
• Applying the rules of the game to promote safe and fair play

As part of this program experienced officials are assigned as mentors to assist with the training and develop our new officials. The on-ice mentorship and off-ice guidance brings practical and classroom style learning together with positive enforcement in order to build self-confidence and foster the growth of our new officials.

Steps to Certification

The Hockey Canada Officiating Program (HCOP) offers participants of all ages an opportunity to be involved in the game beyond playing. By following the levels of development, and with hard work and dedication, officials can find fulfillment in their advancement while making the game safe, fair and fun.

To become an official you must first apply here, and then there will be an on-ice evaluation, where the London Referees Group Mentorship Program Committee will conduct an evaluation. If selected by the Mentorship Committee you will be required to attend a Hockey Canada Officiating Program clinic and on-ice session.

Level 1

Level 1 is the entry point for officials (ages 14-16) as they begin their officiating career at the Introduction and Recreational levels.

Officials at Level 1 will begin in the cross-ice and/or two official system. Where new officials over the age of 16 begin at Level 1, it is acceptable for those progressing well to be moved into Level 2 within the current season.

Officials are required to register with Hockey University (eHockey) and complete the certification requirements. Officials will be required to purchase basic officiating equipment.

Level 2

Level 2 enhances the development of officials in areas of core procedures and rule knowledge at the lower levels of Competitive hockey.

Officials will be eligible to officiate at levels of play that are at minimum one age group below their current age (i.e. a 15-yearold can officiate at the U13 level and below).

New Level 2 officials who are a minimum 18 years old may be assigned any hockey for which they are considered capable in the recreational category, or at lower levels of competitive, at the discretion of the Mentorship Program Committee or the Referee In Chief.

Level 3

Level 3 is designed for officials who have been recognized as being ready to move into the higher levels of Competitive and early levels of High Performance hockey. The goal for Level 3 is to further develop officials in the areas of core procedures, rule knowledge and game management.

Advancement to Level 3 comes through a recommendation from the Member officiating development program (Supervisors).
